What do you mean they have no leverage? Over 25% in the House and Senate represent Chicago. They can tank the whole thing, especially with Welch's 60 Vote Rule. Again, what incentive does anyone representing Chicago have to vote for this? None. Unless there is a payoff for Chicago (assuming muni pensions -which is underfunded by about $35B, with a B, or a CTU bribe to fund schools built for 3,000 students but currently have 100).
This is going to be a financial shitshow that will tank Yanking Toilets Out Guy's presidential dreams.
You're giving way too much credit to the Chicago legislators. The fact that Pritzker is negotiating with the NFL and Bears to get deal done in the veto session tells me he's got the leverage.
I'm sure he'll cough up some additional infrastructure dollars for the city, but he will tell the incompetent Mayor and CTU to pound sand when it comes to the underfunded pension program.
