Yes, that takes some unpacking.
"Black representation" can be whoever a majority black district elects. Usually that would be someone that understands the African American experience and interests.
Also, note what has happened after the Trump Supreme Court stayed out of political gerrymandering, but effectively banned racial gerrymandering.
