Ok pass a bill for that and Russia taking part of Ukraine doesn’t have fuck all to do with our borders, let’s stop the melodrama

Because that's how the legislative process works sometimes.  You need to pay more attention to how the sausage is made.  It requires both sides to compromise.   

Early on in the process, McConnell and other Republicans insisted that border policy changes be made a condition for a national security funding package that included more military aid for Ukraine, Israel and Taiwan.  To get the ball rolling, Senate Democrats agreed to focus on stricter border requirements, with the understanding that there would be no provisions for the Dreamers or path to citizenship.  That’s a pretty significant concession, but funding for Ukraine was deemed a higher priority.   

Negotiations went on for months and a compromise was reached.  Unfortunately, the border security and Ukraine aid provisions ran into a wall of opposition from Trump and House GOP leadership.  McConnell then suggested the two issues be separated, and Schumer agreed. 

Now we’re currently in a box where neither initiative will likely pass the House.  I understand there is a bipartisan group of House lawmakers working on a Ukraine-border package.  It’s a longshot, but I hope they can work something out.

If he understands how the Congress has worked for basically the inception of the Republic, it would make it difficult for him to bitch about things he disagrees with holding up things he agrees with.

I seem to recall that the House declined to Trump's border wall mess. So he just diverted money from the military budget. Apparently, Biden could do this, even though the law allowing it in emergencies requires that fund transfers be “based on unforeseen military requirements ... and in no case where the item for which funds are requested has been denied by the Congress.”

The SCOTUS didn't rule on the content of the law. They ruled that nobody has standing "to challenge unconstitutional spending."

I assume Biden could declare an emergency and shit the funds?
