They don't have sufficient funds in the account set aside for these, so they're raiding the "rainy day fund".
I hope it doesn't rain soon, but the small business suits from last summer against the city haven't started yet.

Then, in an ideal world, someone would place a medicine ball in your chest. And as you struggle to catch your breath, and explain that you have lung cancer, that person can pile a couple of wet towels on the medicine ball and shush you to quit complaining.

I suppose we could wait for testimony, evidence and the jury.
I think that's how it's supposed to go.
Possibly tainting the jury pool shouldnt be part of the process.
