It is complicated. The reason crime had dropped so much is because Bill Clinton and Joe Biden passed a crime bill and locked up repeat offenders. Trump actually used that against Biden, since part of the bill indirectly discriminated against black men ...

Of course the Clinton crime bill did not really solve crime. It swept it under the rug and helped the for profit corrections industry. Still, the men who had been committing most of crimes had been swept off the streets and began making license plates, picking cotton, and so on and so forth. The corrupt prisons also became overcrowded.

Due to the pandemic, it became necessary to reduce  overcrowding by  paroling prisoners, most likely without well funded alternative rehabilitation programs. I have to think this might have contributed to the spike in violent crime.

I am not suggesting labeling people criminals and locking them up. There are crime prevention and rehabilitation programs that work, but only if implemented.

Just defunding /downsizing  police and replacing them with nothing or releasing unrepentant convicts to offend again is not a plan

On defunding police, what I read was 20 cities cut or planned to cut 2021 police budgets to some extent, but most were minor. The numbers I found:

$840m in direct cuts from US police departments ...

Only  $160m diverted to crime prevention in the form of general community services.

If only 25% of cuts are reinvested, that is not gonna work..

Of course, the 2021 cuts were mostly reversed completely in 2023.

Most of the prisoner releases in CA were for drug offenses, related to a drug that is no longer illegal in the state. Turns out if you break the law, and then the law changes such that the thing you did isn't illegal anymore, you still stay in jail. (Minor nit - dealing pot on the street corner is still illegal, it's highly regulated, but in the presence of a regulated market with dispensaries, the opportunity for the previous crime would not exist).

I really don't have an issue with someone busted for selling pot being "unrepentant"

I have a problem with illegal drug dealers in general. The products they peddle aren't regulated and they generally aren't the kindest people.

Prohibition was a bad idea. Doesn't mean Capone was a stand up guy and a victim of bad laws. 

 It would be interesting to track what happened to prisoners that got a Covid release.

I suppose it could be a coincidence that we reduce the prison population and crime spikes. Or maybe it contributed.

Personally, I favor replacing our enforcement and punishment based system with a prevention and rehabilitation based system.

Capone went to jail for tax evasion. Ostensibly his big violation was selling illegal liquor, but really they wanted him in the can because he was a murderous thug. Back in the day if you grew pot in your dorm room you could be arrested just short of your MSEE. Which - that's what got Acacia kicked out and the University got that sweet sweet real estate. For growing pot that would be legal today (granted University policies are very different today, my Nephew just boggled when I told him about going to Barnett's, buying 10 kegs, putting them in the cooler, and opening the door to anyone who wanted to come have a beer - apparently that would be frowned upon these days).
