Apparently Joe Manchin objected to the refundable child tax credit in BBB. He wantrd a lower threshold and a work requirement.

unless you really abuse the kid they would still be net negative financially even with the credit. turns out people have sex and sometimes that results in a pregnancy

and if the conservative philosophy is poor people should not have kids, you figure instead of banning abortions they'd be funding them. certainly universal pre pregnancy family planning availability

Not a big fan of Manchin's negotiating style, but part of a loaf is better than none.

I also think you have to look at his full body of work.  Consider the obstruction that Biden would be dealing with without Manchin.  He's still confirming Biden's nominations and he's still backing Biden on infrastructure and COVID related bills.  He's also backed Biden on regular appropriations bills.   

I still have some hope (dwindling that is) that Biden and Manchin will work something out on BBB.
