I saw this in southern Illinois in the early 90s, covering campaign events for idiots like Jerry Hawkins (union coal miner cum state rep), but it never occurred to me that the Southern Democrats would eventually become the GOP.
For 20+ years the Illinois Republican Party worked hard to centralize patronage at the executive level in Springfield and certain downstate locations (think prisons, state regional offices and mental health centers), starting with Big Jim Thompson and followed by Jim Edgar and George Ryan. Everybody thinks Edgar was "Mr. Clean," but he had a patronage system that rivaled the other two.
Madigan on the other hand worked to privatize patronage for legislative favors and support. You hire my guys/gals as part of your corporate, legal or lobbying firm, and we'll see to it that your legislation advances.
I remember Jerry Hawkins and actually worked a little bit with him when he was legislative director for the UMWA in the 80s. He was crazy, but in a good way. He wasn't the extreme right fundamentalist-type you now see representing much of the southern and eastern parts of the state. Back in the day, Republicans and Democrats from those areas could work together.
