that Defendants could attempt to appease the federal government by “throwing Plaintiffs under the
bus” and did not reflect any objective or good-faith investigation of Plaintiffs’ childcare

DCYF is a successor agency to the Minnesota Department of Human Services’ oversight of the
CCAP program in Minnesota.

Did they file suit because the state was forced to act by the video ? They appear to be saying 'yes, to appease the federal government.'
I'm not sure the state has shown much willingness to appease the federal government on many issues.
