To a lessor extent, the funding gotcha games Secretary Mayorkas played aren't helpful either. That is real, but does sort of distract from the immediate logistical / tactical problems..

We have the money and other resources right now. The problem has been  getting aid to the people and places that need it, despite floods, washed out roads and bridges, power outages ...

Volunteers that don't coordinate with FEMA can actually get in the way and otherwise make matters worse.

Long range, Republicans hedge on support for FEMA at best. A majority want to defund or privatize it. Philosophically, they see disaster relief as primarily up to private insurance and state /local officials instead of the federal government. .

iirc, W pivoted on that after Katrina?

Absolutely. In places like Florida, the state money will be underfunded. Insurance will be super expensive so people will go naked. Stuff gets screwed up and rich Republican developers pick up land on the cheap from desperate people.

That happens even with the aid we currently have. The Coffey Park neighborhood in Santa Rosa was in a primo location but with old dated houses. For a developer, the fire was a wet dream. Pick up huge numbers of parcels, let the government fund debris cleanup and replacement of what were old services (water mains, utilities that then get undergrounded), and build new houses at big profit.

In a nice twist, the main developer here owns an assisted living center, which did a shitty job of evacuating residents. Now we have in Tampa, an assisted living center which did a shitty job of evacuating its residents - even with a week's notice, not just 30 minutes.

For much of my life we were sold the false concept that due to free market competition, people acting in self interest, the invisible hand, and so on;  the private sector always works.

The government, otoh, is always ineffective, inefficient, corrupt ...
