Did you mean the private sector? Where I live, public roads are plowed by the public sector (city, county, state); private roads, driveways, and sideways are plowed / shoveled by the private sector.
I am not sure how it would possibly work if the government snow removal is eliminated.

People form governments to do things they can't do effectively in a free market: public safety, education, transportation, and healthcare. Snow removal falls under transportation.
I think there are several strains of libertarians.
The most common are liberal people who started making enough money to pay significant taxes, but not enough to that it doesn't hurt.
Closely related are small business owners who are frustrated by taxes and regulations.
Then there are those who resent affirmative action and think civil rights laws violate their rights to be racists.

Those who are tired of the over bearing excesses of the left, but have not thought through all the implications.
