Nuclear secrets, not necessarily the launch codes. Nobody without a clearance who needs to know knows what specific secrets Trump stole. That is a secret.

I think the key word in the title of the article is “could.”  You must have missed that. 

The article merely explains what the term “nuclear documents” could* mean.  Nothing more, nothing less.

You should forward the article to Avril Haines. Apparently nobody told her about all of this top secret how to build a nuclear bomb stuff and the Justice Dept regularly prosecutes people angle.
It might help the assessment she's going to do.
