It is what the guy said. Maybe he couldn't read English when he was in high school or whenever he registered to vote. Seems to be an issue with the timeline.

Some is long term with USPS because of the way they process mail. I wouldn't want to count on a mail in ballot getting there on time. I do like ballot harvesting..

The guy said what he said and the Monopolistic NY Times reported what he said, as well as that it doesn't matter that no one told him since it is printed on the form itself. But it is a better story if he didn't know English at the time he completed the form....

Ballot harvesting is a perjorative term for ballot collection by third party volunteers. Generally, legal ballot collection by post office,  election officials, or family members is fairly common..

Banning ballot harvesting hurts low income communities that rely on volunteers to run elections.

The only known case of significant ballot collection fraud involved a Republican in NC.
