I'm thinking Harvard could partner with an EU or Canadian university to offer more off-campus classes until the retribution bullshit has the kibosh put on it.
I mean, what the heck does this "ban" even mean? Can they ban foreigners from going to Disney?
I'd love to see them try this across the board. They'd either have to raise taxes or raise tuition for US residents by a whopping amount to make the Universities function, and while at schools like UIUC or Berkeley, there are probably plenty of applicants who could handle the difficulty of the schools who don't get in due to the numbers game, there are some schools with 20, 30% international students who will struggle to fill classes with students who can graduate.
There are all sorts of other implications. If you are at say, Michigan, and want to do a study abroad at Cambridge, that opportunity is usually matched with study abroad slots for Cambridge students at Michigan. If the Cambridge student is banned, the UM student loses their opportunity too.
