That is exactly what it says.
But the American Immigration Council article does say "the “removal” to a person’s home country is “withheld.” However, the government is still allowed to deport that person to a different country if the other country agrees to accept them."
Did you just make that up?

"By contrast, customary international law holds that a country has a duty to accept the return of its nationals."
