The partial ceasefire benefits Russia mainly. Putin is tired of watching his oil depots and electrical infrastructure go up in smoke. If there was a ceasefire on attacks on civilian targets (e.g., schools, hospitals and daycare centers), it would be more palatable.
Notably, Ukraine wasn't included in the discussion. Zelensky should reject this ceasefire, particularly since he agreed to a 30-day total complete ceasefire. Putin will use the ceasefire to reposition his forces, then blow up one of their own oil depots and claim that Ukraine did it.
Any POTUS worth his salt would have said "the US will restore and increase military equipment, security briefings, and full financial support to Ukraine unless you agree to an immediate, comprehensive ceasefire" and it would be done.
Trump is doing Putin's bidding.
