It’s silly to assume the base is anti-immigration. The base wants a relatively secure border and a better process. You can’t even get into Canada if you’ve had a DUI in the past 10 years but we’ll let all kinds of people just wade on in and let them loose. It’s insanity.
As far as the H1B1’s go, tech and finance jobs are usually pretty decent and tons of tech and finance workers have been laid off recently. I don’t have a problem with protecting the people who are already here by not going crazy with bringing in foreigners to do the work cheaper when these companies can afford to pay domestic workers.

If by "recently" you mean "always", you are correct. Intel used to dominate the chip industry. Well, they blew their advantage and AMD and Nvidia are kicking their butt. So they have had to lay people off - despite the semiconductor business as a whole going ballistic. For every person that Intel laid off, 5-6 more jobs have appeared at AMD, Nvidia, Broadcomm, Qualcomm, Micron, Marvell, etc...
Facebook has a layoff. Some already have a ton of filthy lucre and were mailing it in, and went to Breck to work the lifts for a season. The others are now working at Palantir, Apple, Adobe, Intuit, etc...
