That is actually a good point. However, there is expectation in a theoretical sense, and secrecy in a practical sense. I was clearly referring to the latter; which is why your reply seemed to be from left.
Generally, the larger an operation, the lesser the practical expectation of secrecy. The more people involved; the greater the chance of a leak. That is why massive conspiracies are so hard to pull off.
SCOTUS can generally expect secrecy, because of the relatively small number of heavily screened individuals involved.
I would think a small ICE raid could maintain secrecy. More interagency involvement increases the risk of leaks. That is my point. Especially with something controversial.
