I don't think he can do that by executive order.  It doesn’t work like that. Congress decides where to spend money or not.  In this case, the money has been appropriated.  More playing to the red-capped crowd. 

If Congress cuts or abolishes the funding in the future, that's ok with me.  I think NPR and PBS will do fine without it. There are many who will step up to the challenge because both these outlets are just as good as anything commercial.
