Just as I am not in favor of expanding the court, but I am in favor of changing the rules of eligibility. Although if you listen to the PA man, he will swear up and down that I want to expand it.

Or to protect small states and help convince them to ratify the Constitution. But the 3/5 part sure helped the slave states helped ratify it.
