More that this flag is now outdated - white guys don't work the soil anymore. Unless you count dudes rocking out to Lynryd Skynrd in their GPS controlled combine.

Can a state rescind an earlier vote to ratify?

If the answer to both questions is no; then the ERA passed by Congress in 1972 has met the requirements..

The President didn't just declare it. The Congress of the United States passed the Equal Rights Amendment. 3/4 of the States ratified it. 140 members of the House asked Biden to take action.
