You mean George Ryan and the commercial truck drivers license scandal that came to light when that family was killed and then Ryan got convicted? That incident? The one where Blago was actually right?
I think Tempo means Jim Ryan, who was attorney general when he ran against Blagojevich the first time. He's right that Blago linked Jim Ryan with the George Ryan scandal. From Wikipedia:
